How can one squeeze an entire country composed of different islands of different terrains without it looking unrealistic in an immersive sense? It's complete bull that you'll drive from Tokyo to Hokkaido for a rally race within a 23km distance given the game engine's limitations.
There's really no area within the country that has everything in one package. If they want a relatively dry area to start, there's Okinawa and Shikoku. Hokkaido's terrain is suitable for rally, and Honshu/Kyushu for road races. Japan is indeed more than one island, but that itself will make the whole thing not feasible as that will require an entire country in the game just to accommodate all modes of races.
